这个句子是因为不定式做主语所以谓语动词用单数.但是我总是想下意识地填 have,因为总觉得现在是两个不定式做主语了.
但同时,语感又会促使我选has.
好矛盾.

when and where we should go 其实表达的是一个意义整体,用单数
如果写成
when we should go and where we should go ...,把两层意思分开,就要考虑用have了.
