我觉得应该选B,可是答案是C,by不是理解为“在……之前”吗?我们老师说是“到了”,而且C也应该是在一百个零后面没错啊.

“By 2002 it was” 要是翻译成 “在……之前”谓语动词应用“had done” 因为2002已经是过去, 在2002之前, 是过去的过去 ,用过去完成时 .而原文中用的是“was”, 所以不是“在……之前”的意思.而且“by”有“在......
